HP-23 power supplies will work fine with Swan rigs. I have two of them here driving my Swan 240 and Swan 120. In fact, Herb Johnson originally manufactured the 1xx series without external power supplies with the HP23 in mind for this task. Just be sure to check the medium voltage supply output for the correct voltage output before hooking it up. The transformer can be strapped for either a higher or lower output voltage. I seem to remember it needs to be setup for +300 vdc for the Swan rigs. Some other rigs use +350~375 which is the higher setting. The HP-23 was designed this way to accommodate a wide variety of tube type transceivers besides just Heath. You will need to make a custom cable but that shouldn't be too difficult. Just be aware that most cable these days is rated at 600 VDC or less... so you'll likely need to piggy back a HV wire on the multi-conductor cable to carry the HV between the PS and the rig. 73 Bill W4WHW
